Harbour paint

If someone can explain this I would be most grateful, I’ve never seen this before. The wall at Funchal harbour was covered in little hand painted murals  with dates and i’m guessing country of origin. Some were very impressive, but it left me wondering why people were doing it? Having not seen it on my travels before.
